A decision made over 30 years ago in Portsmouth to design and build a roundabout beneath the new motorway at Tipner to encourage nearby development may, until recently, have appeared a folly. But construction of the new park and ride bus station right next to the roundabout means that the decision taken in the 1970s has finally paid off.
