Now, Dr Chapman (38) has returned to the subject, and after inventing route based forecasting for his PhD has set his sights on transforming the sector once again with an applied science that, if successful, could save local authorities millions, revolutionise the way we collect data from our road networks and most importantly protect lives. Fair warning, all those hours pouring over Well-Maintained Highways’ Appendix H might also go out the window.
