Cardiff Bus is developing the UK’s first ITSO-compliant travel smartcard scheme to implement automatic fraud hotlisting.
Cards reported lost or stolen will be logged by the card management system.
This will identify subsequent fraudulent use in daily depot uploads of fare transaction data, and hotlist details to in-vehicle ticketing equipment for automatic detection of further attempts. The company is postponing implementation of a general-use smartcard until early 2010, to enable building in of hotlisting which will pave the way for eventual adoption across Wales.
Pending clear guidelines on implementation, the Welsh Assembly Government is focusing on simple business rules. Newcastle University’s Hannah Bryan said hotlisting was a key element in the EU’s interoperable fare management (IFM) project.
