The Department for Transport’s (DfT) new local roads funding regime is underway with highway authorities having submitted bids for the new capital highways maintenance challenge fund this week. Soon authorities can expect to see self-assessment guidance for the incentive scheme element of DfT capital highways grants.

The funding changes, which for highway authorities began with issue of DfT’s consultation document in January last year, have now reached the point whereby councils know the majority of their capital block allocations for the next six years.

This has been welcomed as the principal positive outcome of the overall process. Authorities can now plan on the basis of capital funding known up to 2021. The downside, however, is that the numbers get smaller as the years progress.
