White Paper recognition for road pricing option

 
Automated number plate-recognition (ANPR), as used for enforcement in the London Congestion Charge Scheme, ‘would appear to be impractical as a primary method of charging for national road pricing’, according to a White Paper on charging technology options published by trade body ITS UK at this week’s World Congress on Intelligent Transport Systems.
It is, however, likely to be the core, alongside electronic fee collection (EFC) schemes, of localised charging schemes.
The White Paper is the work of a team led by Andrew Pickford of Transport Technology Consultants. It urges hypothecation of charging revenues for transport improvements as a way of increasing public acceptability.
The congress also heard a warning from Brian Fitzpatrick, highways sector partner with asset management specialist EC Harris, that the ‘full costs’ – as well as the benefits – of road pricing schemes could be overlooked in the ‘dash for a solution’.
He told a debate chaired by ex-transport minister, Steven Norris, that proponents of pricing ‘risk sleepwalking into decisions that have not been fully researched, on the assumption that it is the solution to all transport problems’.
