Tories' future pledge to repeal quality contracts

Opposition leader David Cameron is set to repeal any quality contract schemes to improve the bus services if the Tories replace Labour at the next General Election.

The Tories’ transport spokesman, Stephen Hammond, told MPs this week that a Conservative incoming government would ‘look very carefully at the system’ on taking office.

‘At the moment our intention would be to repeal quality contracts.’

The commons committee scrutinising the local transport bill rejected a Tory amendment to reduce from 10 to five years the length of time quality contracts can last.

Hammond told transport minister, Rosie Winterton: ‘I remain unconvinced by anything I have heard from the minister or anyone else that quality contracts would do anything to improve bus patronage. They bring back a significant element of regulation.’

But Labour and Lib Dem MPs rejected by 10:4 votes the amendment after the minister said: ‘While local authorities could opt for a shorter period, the Government believes a 10-year time scale would be necessary to justify the investment involved.’
