Nine of the UK’s 10 largest urban areas are ahead on targets to beat congestion, according to the Department for Transport’s annual report.
The report warns that it is still ‘very early’ in the target period, but goes on to say that all the areas should reach their goal. Originally, the DfT had set a target of a 3.6% increase in journey time to go along with a 4.4% rise in travel across all the areas.
But, according to the report, travel volume actually dropped in 2006-07 by 1.5% together with journey time, which was reduced by 2.4%.
A DfT spokesman said it was too early to say the improvements were sustainable, and that it expected an increase in travel volume of 4.4% by 2011. The report also states that the
Highways Agency did not meet its journey time target after the average length of the worst delays went up.
