Target resources at gaps says CSS chair

 
The new chair of the CSS transport committee has emphasised the importance of targeting resources at existing infrastructure.

Tony Ciaburro said that highway authorities, faced with looming cutbacks, should ‘look after what they’ve got in the first place – don’t let it get worse’.

He told Surveyor: ‘The little resources available should be targeted at the gaps in the network. This could be the missing links in things blatantly missing, and not necessarily physical measures.’

The Northamptonshire CC director of environment also warned against being too target-driven. Referring to the emission-reduction targets for 2020, he said: ‘Targets could put you in the wrong direction – it is important they don’t determine what you do, but what you need to do.’

He said the market had to react for the carbon-emission targets to be met.
