TIF authorities ‘can win’ the argument for road charging

 
Transport innovation fund authorities are optimistic that local residents can be persuaded of the benefits of transport packages, which include road-user charging.
As the trailblazing TIF authorities which won money last December prepare to take options to the public, early surveys suggest both residents and businesses accept there is a congestion problem and charging needs to be considered.
A spokeswoman for
Cambridgeshire County Council, which has sought views on how the authority should tackle congestion, told Surveyor: ‘The majority of our stakeholders have agreed that, given traffic levels and our growth agenda, it’s absolutely right that we look at charging.’
An opinion poll of a representative sample of Cambridgeshire residents has been conducted to gain a more detailed view of attitudes.
Officers expect to take a report to the county’s cabinet in spring on whether to bid for TIF ‘partnership status’ and work up a business case for a scheme involving charging. In
Shropshire, stakeholders on the county’s ‘wider reference group’ – of businesses and local community groups – at its first meeting agreed that ‘a significant volume of traffic’ needs to be removed from Shrewsbury town centre.
Rob Surl, Shropshire's head of transportation, told Surveyor he was optimistic road-user charging could be sold to residents and businesses.
A three-day public exhibition to be held next week would seek individual residents’ views.
Surl believed the council could show charging was ‘not threatening’ and could point to ‘benefits for people and for the town’.
Meanwhile, surveys into perceptions of congestion revealed that
Durham residents accepted the need to reduce the amount of through-traffic on the town’s main east-west route of the A690.
The county would consult on options in April or May.
