Graeme Swinburne has taken charge of highways, transport, traffic and parking services in both Kensington and Chelsea and Hammersmith and Fulham boroughs.
The innovative appointment by the neighbouring Tory-controlled councils is expected to pave the way for further joint working initiatives on procurement and service delivery.
Swinburne was previously interim director of transportation and highways and has worked at the Royal Borough for 11 years, initially as chief traffic engineer then head of policy and transportation, before taking up the post of interim director in May last year. He will, however, have different titles in each borough and be director of transportation and highways in Kensington and Chelsea, but assistant director highways and engineering in Hammersmith and Fulham.
The joint management arrangements will be reviewed in 2007 and Kensington and Chelsea leader Cllr Merrick Cockell said: ‘This is an excellent appointment for both boroughs. It will allow us to start sharing skills and knowledge and will lead to greater efficiency and effectiveness, benefiting residents and visitors to both boroughs. I have no doubt that where we lead, others will follow.’
Cllr Nicholas Botterill, deputy leader of Hammersmith and Fulham and cabinet member for environment, said: ‘This is a fantastic opportunity for both boroughs to benefit – we are very pleased to welcome Mr Swinburne onboard and look forward to working with him over the coming months.’
