The Department for Environment, Food and Rural Affairs (DEFRA) has introduced a streamlined process for applying for waste private-finance initiative (PFI) credits.
The ‘first come, first served’ system has been replaced by award rounds – similar to those used by other government departments. Previously, local authorities were able to apply for credits at any time of the year, which was believed to hinder the development of a programme level pipeline management strategy. Instead, the new arrangement of prioritisation will focus on a number of criteria, including scale, deliverability, readiness and environmental objectives. It will encourage a ‘partnership approach which should offer increased value for money and delivery benefits, John Burns, DEFRA’s waste implementation programme director, said.
Under the new changes, local authorities are required to complete a new planning health checklist when submitting their outline business case, and eligibility will be based partly on compliance with PFI criteria, as well as additional criteria – which will allow a ‘managed pipeline of investments’ to be obtained. Burns had written to all local authority chief executives to explain how the system would operate. ‘This change is one of a number of steps which DEFRA is taking to ensure England will meet its EU Landfill Diversion targets .’
