Social-inclusion clauses in contracts are just the job

 
Harnessing public purchasing power can create jobs and training for those who need them most, a new report by the Scottish Government reveals.

The Community benefits in procurement report shows using social-inclusion clauses in contracts in five pilot areas delivered new training, apprenticeships and permanent jobs.

The five participating pilots were Dundee City Council, Falkirk Council, Inverclyde Council, Glasgow Housing Association and Raploch Urban Regeneration Company. In Falkirk, community benefits in procurement activity benefited 20 school-leavers and five long-term unemployed adults, while Dundee applied community benefit to higher-value contracts to achieve a level of training and skills that will result in sustainable employment.

Glasgow Housing Association’s £750M investment plan has already resulted in more than 650 new entrants to the labour market, many of whom were previously unemployed. Finance secretary, John Swinney, said: ‘The community benefits programme piloted ways of using public contracts to deliver wider social benefits. ‘The participants have delivered real, additional, benefits to local people.’
