Scottish measures face overhaul in bid to cut deaths

 
The Scottish Government has suggested overhauling the way road safety measures are delivered and funded, as it seeks ideas for a new strategy ‘to cut the death toll on Scotland’s roads’.

The consultation document asks for views on what the priorities of the first Scotland-specific road safety strategy should be, highlighting the main areas of concern – accidents on rural roads and involving young male drivers.

But the Scottish Government does not confine the consultation to issues of policy, but invites comments on ‘how road safety could be organised to deliver more effectively’.

A ‘wide range’ of organisations, including central and local government, the police, community safety partnerships, safety camera partnerships, the fire and rescue service, and health interests were currently involved, the consultation highlights. The paper also notes that local authority ‘funding for road safety is not assured and can vary significantly from year to year’.

The consultation was issued as members of the Scottish Parliament clashed over a budget that would increase local authority revenue and capital funding by almost £500M in 2008/09, but provide much smaller rises in the following two years.
