SPARKS set to fly in battle with foreigners

 
A group has been formed to lobby for an effective method of enforcing parking tickets issued to foreign-registered vehicles in the capital.
London Councils claims 95% of such fines go unpaid, as borough authorities are unable to trace owners.
This is down to a lack of communication between the relevant bodies in different countries, or simply a failure to co-operate.
Shared Parking and Registered Keeper information Service (SPARKS) seeks to bring local traffic enforcement authorities from across the UK and Europe together to develop ways of ensuing people pay traffic penalties.
The aim is to fight for changes in legislation, new conventions and inter-government agreements so offenders and evaders can be traced and national traffic laws enforced. This, they believe, will lead to significantly-higher numbers of people driving overseas-registered vehicles choosing to obey laws.
The worst offenders are the French, followed by Irish and German-owned vehicles, but London Councils also believes there is a significant pool of overseas vehicles owned by people living in London.
SPARKS is funded by London’s Enforcement Task Force, a group of organisations which co-ordinate traffic management activities across the capital.
