Replacement plans hit as column supplies fall short

 
The CSS is to take the lead in addressing the shortage of streetlighting columns, which is hampering local authorities in their efforts to complete replacement programmes.

It says the problems necessitating change include an increasingly ageing stock of columns, more aggressive environments near the coast, and possibly even dogs urinating against them.

Manufacturers are finding it difficult to keep up with the increased demand created by a number of PFI schemes and more maintenance funding allocated to local authorities under the recent Local Transport Plan settlement.

Roger Elphick, chair of the UK Lighting Board and the CSS streetlighting group, said: ‘Under PFI initiatives, capital replacement of streetlights must be completed within a scheme’s first five years. There is also more money available now for maintenance of streetlighting under recent allocations through the Local Transport Plan.

‘We are aware of the problems that have developed over delivery times and the CSS will be working with the UK Lighting Board to see what can be done.’

The CSS and the UK Lighting Board will be consulting local authorities and manufacturers this year to determine whether greater standardisation of lighting columns would assist.
