Regulations face delay

The promised regulations on permitting schemes, new noticing requirements and fixed-penalty notices face further delay.
The Department for Transport had been aiming to publish the all-important regulations by April. But a spokesman could not give a new date, but instead said that ‘it is important that the regulations are effective, which means taking the necessary time to get them right’.
The spokesman added that it was ‘a matter for Number Ten’, as to when former local transport minister Karen Buck – who cleared her desk on the 16 March – would be replaced.
