Annual assessments of local authorities’ progress on transport are flawed and erratic, according to county surveyors. Dramatic changes in the ~Department of Transport~'s rankings of councils’ annual progress reports on local transport plans do not reflect performance on the ground, the County Surveyors’ Society claims. ‘You do not become a good or bad transport authority overnight,’ said ~Graeme Fitton~ chairman of the CSS finance committee. CSS wants future assessments to take account of qualitative achievements as well as quantitative performance.
