Private vehicles take back seat in provisional local transport plans

 

Plans for improving accessibility to jobs, healthcare, food shopping and education in the new local transport plans for 2006-2011 have been unveiled.

Early provisional LTPs have revealed that many county councils are focusing on improved walking and cycling facilities, bus and park-and-ride improvements, and encouragement of the delivery of some services, such as food shopping.

But others view bringing services closer to people as being crucial in the longer-term.

The maintenance of the footway network and provision of road crossing places that are easy for the elderly or disabled are as important for ~Cumbria County Council~ as the accessibility of public transport.

The authority has stated that accessibility schemes are likely to include improvements to cycle routes and rights of way.

Meanwhile, ~Gloucestershire County Council~ is considering a range of options to improve access to vital services, from using taxis, introducing late night buses, and ‘wheels to work’ motorcycle loan schemes to providing more car parking and more frequent bus services. It is also to look at reducing the need to travel by re-locating services under a list of options.

North Yorkshire, while agreeing upgrading transport services is an important element of improving accessibility, believes that in the longer term, measures aimed at improving local delivery of key services will become increasingly important. As part of its ‘accessibility toolkit’, the council intends to encourage mobile delivery of services, such as mobile shops, libraries and peripatetic GPs, and encourage the provision of services through high-quality telecommunications and Internet access.

In recognition of the extra workload on authorities grappling with other new requirements in second round local transport plans, the Department for Transport says that strategies submitted this month will be provisional, but final versions must follow in November.
