Price Londoners pay for Freedom will face inquiry

London Councils is to commission research into how the costs of operating its Freedom Pass scheme are shared between the capital’s 33 local authorities.

Although the cost of the scheme is shared by all 33 London councils, research has shown that at present, passes which are issued by inner-city authorities are more widely used than passes that are issued by the outer London boroughs.

Research also reveals that passes issued to disabled people are used some 75% more extensively than those issued to pensioners, and that this could lead to a reduction of costs to outer London boroughs where there were fewer disabled passes.

A draft report on the distribution of costs between the boroughs is expected to be published in May, with a final report to members of London Councils Transport and Environment committee due in June.
