Police force county into enforcement

 
Cornwall County Council was left with no choice but to apply for powers to take over parking enforcement, after the police said they would no longer enforce it.
The council has received official notification from Devon and Cornwall Constabulary terminating enforcement of parking restrictions from 1 April 2008.
Norfolk County Council is likely to follow suit, with Norfolk police also set to take their traffic wardens off the streets from 2008.
More common in urban areas, the logistics and costs of implementing decriminalised parking on a county level are likely to prove more challenging.
The decision in Cornwall left members of the council’s executive to consider two options when they met last week. Either, the council applies to the secretary of state for transport for decriminalised, or civil, parking enforcement powers, or do nothing, which would mean enforcement would technically stay with the police with the likely outcome that no restrictions would be enforced.
A report to the executive stated: ‘Without meaningful parking enforcement on our roads, extensive abuse of parking restrictions will arise.
‘Therefore, there is no other realistic option than to seek the decriminalised parking powers.’
Matt McTaggart, executive member for strategic planning and transport, said: ‘We may have little choice but to seek powers, but we will have to consider carefully the level of enforcement appropriate in Cornwall.’
A spokesman for the police, who made the decision without consultation with the council, said costs were behind the decision
