Environment secretary David Miliband is considering allocating each person in the UK a carbon emissions allowance, which would 'only penalise those exceeding their entitlement'.
The idea could mean that those clocking up high levels of vehicle kilometres were encouraged to reduce their journeys, or switch to other modes. Miliband said: 'Imagine a country where carbon becomes a new currency. We carry bank cards that store both pounds and carbon points.'
This would benefit those on lower incomes, because higher earners 'tend to have higher carbon emissions due to higher car ownership and useage, air travel, and larger homes'.
