Parking ban for councils

 
Statutory guidance on parking enforcement will ban councils from setting targets for the number of fines issued by contractors, according to a leaked document.
Ministers will endorse a two-tier system of parking fines distinguishing between absolute prohibitions and ‘lesser offences’, such as overstaying on a parking meter, according to a report in The Sunday Times.
The
Department for Transport  is also considering a national database to identify persistent evaders. Parking attendants will be re-branded as ‘civil enforcement officers’.
