PPS25 policy compliance ‘is key’ to reducing flood threat

 
The Government has issued new guidance to help local authorities implement PPS25 (Planning Policy Statement 25) policies aimed at avoiding flood plain development.

The guidance gives councils five clear steps for maximising the policies in PPS25 to better manage flood risks in their area.

Published in December 2006, PPS25 made it compulsory for councils to consult with the Environment Agency on planning applications in flood risk areas. Where EA advice is ignored on major developments, the Government will intervene.

Sir Michael Pitt, in his interim report, highlighted the importance of councils applying the policy in order to mitigate flood risk.

The five steps set out in the new guidance are: identify the flood risks; avoid risk by prioritising non-flood areas first for new development; critically assess whether the need for a new development outweighs flood risk, including following Environment Agency advice; control flooding using sustainable drainage and good design; and ensure all new buildings that have to be in flood-risk areas are resilient and safe.
