Network Rail refuses to rule out bonuses despite negligence on level crossings

After suffering a withering condemnation from MPs over its safety record on level crossings, Network Rail suggested the UK cannot afford to eliminate accidents at these locations but refused to rule out awarding its bosses bonuses.
