Reading Borough Council is currently in discussion with neighbouring authorities over a draft proposal for a £275M Transport Innovation Fund bid.
The proposals include a third Thames crossing, a bus-based mass rapid-transit scheme, and comprehensive cycling improvements. Congestion charging of £2 would only apply in-bound during morning peak time, and would exempt residents. The council insists charging would only be introduced four or five years after investment in transport alternatives ‘at the earliest’.
Given its limited geographical area, the council is in discussions with its neighbours, since much of the proposal would impact on them.
Greater Manchester’s recent ‘no’ vote followed a long line of TIF rejections, including in Norwich, Tyne and Wear, Shropshire, and the West and East Midlands. Reading, Cambridgeshire and Bristol are the only areas still working on TIF bids.
