Motorways ‘could be included’ in road-user charging schemes

 
The Department for Transport has insisted that it ‘has always been clear that sections of motorway could be included in road-user charging pilots’.
There had been speculation that the DfT was considering piloting road-user charging on strategic roads as well as within urban areas. Its guidance states that pilot states can apply to towns, cities, conurbations and traffic generators such as airports or national parks, but does not mention motorways.
In the West Midlands – where proposals for a zone-based charge have gone out to consultation – the metropolitan authorities and the DfT were ‘continuing to discuss how national and local solutions to congestion would fit together’, according to a conurbation spokesman.
