More local planners bank on flood-risk advice from agency

 
Local planning authorities are increasingly heeding the Environment Agency’s advice over building in areas of flood risk, according to new figures released alongside the new Planning policy statement 25 for England, which strengthens and clarifies policy on developments and risk.
The latest High level target report, development and flood risk, showed that in cases where the EA objected on flood-risk grounds,95% of final outcomes were in line with the advice – up from 92% in 2004/5.
In addition, the number of EA objections on flood-risk grounds dropped from 4,600 last year to 4,200 in 2006.
However, 10 major developments were permitted, despite EA warnings between April 2005 and March 2006, and LPAs did not inform the EA of their decision in 30% of the cases where an objection was made.
Meanwhile, PPS25 will ensure flood risks are built into local and regional development plans from the start.
Ian Pearson, climate change and environment minister, said: ‘Taking account of flood risk at an early stage is a key element of our wider strategy of managing flood risk – but it is vital that this new guidance is properly applied and we will need to carefully monitor its effectiveness.’
The supporting practice guide advises on Regional Flood Risk Assessment (RFRA), Strategic Flood Risk Assessment (SFRA) and site-specific Flood Risk Assessment (FRA). It also deals with taking climate change into account, with examples and links to the UKCIP website for the latest information, and how to determine the consequences of flooding.
