The recent flooding across Moray will cost the local authority between £1.8m and £2.7m.
Moray Council is seeking additional capital grant from the Scottish Government in the region of £2m.
A small proportion of the estimated costs may be claimable under the Bellwin scheme, but the council will miss out on insurance cover because its policy carries an excess of £5m.
The cost of road and pathway repairs is estimated at up to £400,000, bridge repairs at up to £200,000, and bridge replacement work at up to £700,000.
A trash screen for the Fochabers Burn will also be considered, with an estimated cost of £300,000.
