Minister unveils new framework to curb emissions

Energy secretary, Chris Huhne, has announced plans to set frameworks for low carbon energy, in the biggest shake-up of the sector since privatisation. The Electricity market reform (EMR) White Paper has been put together by the Department for Energy and Climate Change, following carbon-reduction commitments set out in the Climate Change Act 2010.
