Members back higher parking charges for gas-guzzlers

The London Borough of Richmond has taken a step closer to introducing costlier parking permits for high-polluting vehicles, after its members approved a public consultation on the proposal.
Some 3,500 randomly-chosen households have been sent consultation documents, with the council expecting a response rate of 40 to 50%. More than 1,000 businesses across the borough are also being consulted.
Under the plans announced last month, parking permits for the most-polluting vehicles will increase by 200% to £300, while drivers of the lowest-emitting vehicles will pay nothing. Examples of the former category include the larger petrol-engined Range Rovers and BMW X5s, while the latter includes the Honda Insight petrol electric hybrid. The consultation will close before Christmas.
