Manual gives officers hope

Highways officers expressed hope this week that proposals for new street design guidance to be published as Surveyor went to press would pave the way for more decisions to be made locally.
WSP, lead consultant on the Manual for streets project, was due to publish a draft of the document – the replacement for the Design bulletin 32 – this week, ahead of workshops to gauge officers’ reactions.
This would include new research on the effect of varying design criteria and reducing signing and lining.
Edward Chorlton, on the sounding board for the project, was hopeful that ‘robust evidence’ allowing councils to depart from current criteria would be produced, and it would be easier to stray from signs regulations.
