Lyon’s wants waste charge

 
Sir Michael Lyons will recommend allowing councils to charge households for the amount of rubbish they produce as part of his review of local government financing, he said this week.
Lyons said he was considering a number of user charges to supplement council tax, and make services more viable. Cllr David Spark, chairman of the Local Government Association’s environment board, welcomed the idea.
‘Meeting the EU landfill Directive will require consumers to radically change behaviour.’
