London’s streets clean up with £14M worth of bonus cash

 
Almost £14M extra public and private cash has been pledged to improve central London’s street environment over the next five years.
The match-funding is more than 50% of the original target set by the Central London Partnership for its programme to pilot business improvement districts in the capital. The Circle Initiative was set up in 2001 to test the American BID concept here, with £4.6m from the London Development Agency's single regeneration budget up to March 2006.
Local businesses in the five partnership areas contributed a total of £7.7M, 18% more than originally forecast, while public bodies’ funding was double anticipated levels, said CLP.
It has launched a CD to promote best practice. Among lessons learned in London are that, although local authorities have a ‘pivotal role’ as regulator, service provider and custodian of the public realm, BIDS must be business-led.
CLP lobbied unsuccessfully for legislation extending BID levies to property owners as well as occupiers, but owners were actively involved in the Circle schemes, it stressed. The BIDs showed they can improve areas by widening and enhancing existing services and raising £2.6M a year in levies.
The Heart of London Business Alliance for Piccadilly is working on a £1.5M scheme to cut congestion by relocating loading bays and taxi/coach points while widening footways. The Holborn Partnership is laying Yorkstone in alleyways behind the Tube station.
