Lincolnshire director is society’s new president

Richard Wills, Lincolnshire County Council’s director for development, has replaced John Deegan as president of the CSS.
In his acceptance speech at the CSS annual meeting, Wills said he wanted to focus on three key themes during his term: further boost communication with members, the media and key influences; maintain close working partnerships with the Local Government Association and other bodies; and continue the society’s role in providing leadership and expertise in the services with which its members are involved.
A chartered civil engineer, Wills spent 26 years with Cornwall County Council, where he progressed to assistant county surveyor. He has also been honorary secretary and treasurer of CSS for three years.
‘One of the great strengths of CSS is that it can call on committee chairman who are each leaders in their fields,’ he said.
