Lib Dems zero in on shifting freight to rail

The Liberal Democrats have proposed introducing an incentive to shift road freight to rail, as part of a plan to create a zero-carbon transport system by 2050.

The incentive would involve a distance charge related to weight and emissions, which would raise at least £600M a year. The Lib Dems also propose establishing a new Future Transport Fund to bankroll a programme of investment on the UK’s railways.

Susan Kramer MP, the Lib Dem shadow transport secretary, said: ‘If freight can be taken off the roads and people can be convinced to swap plan journeys for high-speed rail, then we really can start to make a difference to our environment.’ The paper, Towards carbon free transport, will be debated at the party’s autumn conference.
