Legislation will target capital’s rogue cyclists

New powers to issue stiffer penalties for cyclists who ride on footways are being sought in a Bill put before Parliament by London Councils and Transport for London.

The London Local Authorities and Transport for London (No 2) Bill aims to give London’s boroughs and TfL the ability to tackle a host of potential hazards on the capital’s roads and footpaths. Under the Bill, the boroughs and TfL will be able to recover the cost of repairing damage caused to footpaths or roads by building work, and to remove and dispose of objects – such as A Boards – placed on footways or roads.

It also seeks powers for more effective enforcement action on building skips that are not properly lit and covered. In addition to the measure to tackle cyclists on footways, the Bill seeks power for boroughs and TfL to penalise motorists who encroach into advanced stopping boxes set aside for cyclists.
