Leaders rubbish TV claims over councils’ litter record

 
Council leaders have hit back at claims made on TV’s Panorama documentary that authorities are not doing enough to tackle littering.

In the documentary, president of the Campaign to Protect Rural England, Bill Bryson, showcased some councils’ fight against litter, but criticised others for allowing litter to accumulate in trouble-spots.

The Local Government Association claims that 70% of all litter offences go unpunished because of a legal loophole which makes it almost impossible for councils to tackle people who throw rubbish from cars.

Cllr Paul Bettison, chairman of the LGA environment board, is calling for changes to the law, which would allow councils to issue fines to people caught littering in this way. ‘As the law stands, authorities are effectively charged with tackling this anti-social behaviour with their hands tied behind their backs. Simple changes to the existing law would close the loopholes,’ he said.
