Landfill site threatened with closure

Environment minister, Phil Woolas, has warned that a landfill site in his Oldham and Saddleworth constituency will be closed if problems which have plagued residents for eight years are not solved.

People who live up to a mile from the High Moor tip have complained about noxious smells, infestations of flies, and generators which have caused their homes to vibrate. Earlier this year, residents threatened to blockade lorries delivering waste, and now, 30 families are considering taking legal action against Onyx High Moor Limited, which operates the site on behalf of Veolia Environmental Services. Woolas has called for a full report and says he is determined there will be a speedy solution to the problem.

The Environment Agency, whose role is to ensure there are no breaches of regulations, has received a deluge of calls about noxious smells – 27 in the last two weeks. Local councillors were holding a public meeting with residents, the EA, and representatives from Veolia this week.

Cllr Derek Heffernan, who lives near the site, said: ‘The smell from escaping methane gas is terrible and has been known to make people physically sick. ‘The operators installed two generators to collect the gas and generate electricity from it –but the smell is just as bad, and there have been problems with generators causing severe vibrations in nearby houses. The company is talking about installing even more generators, but they could cause further difficulties.’

A spokesman for Veolia said the company was working with the Environment Agency in an attempt to ensure that all aspects of its operation complied with the permit for the site.
