Land deal frees city to develop park-and-ride site

 
Work on a 600-space park-and-ride in Edinburgh is set to begin, after a long legal battle over land was finally put to rest last week.
A 20-year land lease for the site at Straiton is soon to be agreed with the landowner, Morston Assets, and the contract is likely to be awarded in March 2007.
Edinburgh City Council said negotiations had stalled, but the landowner became more ‘proactive’ after the council commenced procedures for a Compulsory Purchase Order. Although the land lies within Midlothian’s boundary, the scheme was progressed by Edinburgh and approved in 2001. However, Midlothian delayed a decision on planning permission until the Scottish Executive intervened and set the ball rolling in 2004.
Morston Assets delayed the scheme further by seeking to retain ownership of the site, until the latest breakthrough. The landowner has agreed to pay around £17,000 in compensation to the tenant farmer occupying the agricultural land.
Assuming the agreement is concluded, construction will be undertaken during the 2007/08 financial year. The scheme is part of the council’s Local Transport Strategy, which aims to have Edinburgh served by a ring of strategic park-and-ride sites.
