It is 'simply not acceptable' to build new roads without considering the environment, roads minister Dr Stephen Ladyman said, as he praised a completed project to widen the M60.
Ladyman 'celebrated' the AMEC/Alfred McAlpine scheme for the Highways Agency, including how it was carefully planned to blend into the landscape, wildlife habitats were protected or replaced, and low noise surfacing was used throughout.
While traffic management measures such as traffic officers, electronic message systems and motorway access management would make 'a significant difference to congestion', there 'must be some road building and widening to keep traffic moving'.
