Capital funding could be earmarked for streetlighting in future allocations for local transport plans.
The proposal, in a Department for Transport consultation paper, follows calls from the UK Lighting Board and the Associate Parliamentary Lighting Group for indicative allocations.
They argued that these were needed to direct resources to tackle lighting maintenance backlogs, since only a minority of authorities could secure private finance through PFI schemes.
The DfT had resisted, and the document notes that indicative sums ‘could further complicate allocations’. With no extra funding available, allocations for road and bridges would have to fall.
Lighting board chairman Roger Elphick welcomed the proposal. The objection before was that there were no inventories and condition indicators for streetlighting furniture. ‘These are now very well developed,’ he said, and based on risk management and asset management planning.
‘We have the information to provide a sound formula for indicative allocations.’
