Kent set to get tough on HGV rule-breakers

 
Heavy goods vehicles parking in contravention of an overnight lorry ban would be towed away under a pilot being considered by Kent County Council.

A significant number of foreign-registered HGVs are currently regularly flouting an overnight lorry ban covering Ashford Business Park. Both local residents and the police would support the county and district council, which runs enforcement under delegated powers, taking action.

But officers told Kent’s highways advisory board this week that a robust business case will need to be developed if the authorities are to proceed. A company with the capacity to tow HGVs has been identified.

But David Joyner, Kent sustainable transport manager, warned that the start-up costs would be potentially high. There are also concerns that introducing the scheme in only one area would cause the problem to move elsewhere. The problem is thought to already exist to some extent elsewhere in eastern Kent districts near the port of Dover.

Also, the authorities are currently preoccupied with preparing for the changes to IT systems for enforcement required by the Traffic Management Act, preventing early action on the HGV parking problem
