It’s fine for city council to penalise youngsters who drop litter

Glasgow City Council is targeting school-age litterbugs in a bid to clean up the city.

Enforcement officers will be patrolling streets around the city’s schools, fining pupils aged between 12 and 16 caught dropping litter or engaging in similar anti-social behaviour, such as writing graffiti.

The fines will be posted out to the young person’s home address. The initiative is part of the Clean Glasgow campaign, launched 12 months ago.

A spokesperson for Glasgow City Council said it was hoped that, as a result of engagement with schools, the number of fines issued would be very low.

‘If a fixed-penalty notice is given to a young person, it will be issued retrospectively, accompanied by a letter to parents,’ said the spokesman.

If payment is not received within the stated time period, the young person will be asked to undertake appropriate community work in their local area.
