It's a fine mess for those that leave bins out

 
Sheffield City Council is to fine residents who persistently leave their wheely bins on the street after their rubbish is collected.
The council is taking firm action against 95 householders whose bins have caused a hazard on the streets, issuing legal notices which mean offenders face £100 fines – or £75 if paid within 14 days.
‘We warned householders that we would take firm action if they didn’t take in their wheely bins within 24 hours of their rubbish being collected,’ said councillor Bryan Lodge, the council’s cabinet member for streetscene and green spaces. Unfortunately, a minority seem to think this doesn’t apply to them and it is them we will be fining.
‘Apart from being unsightly, the bins cause a hazard to many footpath users, particularly those using wheelchairs, prams or anyone with impaired sight.’
The council was given new powers under the Clean Neighbourhoods and Environment (CNEA) Act 2005 which the authority implemented in September 2006.
The Government asked local authorities across the country what powers they needed to clean up their towns and cities, gave them the powers, and now expect them to be implemented. The Government has indicated it will name and shame authorities which do not use the new powers.
