Illuminating plan for Blackpool

 
Blackpool Task Force has published ambitious plans to invest more than £2bn to regenerate the historic seaside resort and renew the town’s Tramway system.

The plan sets out to triple the total amount of private and public sector investment in the town – from £937M in current plans to £3,351M between now and 2017 – by bringing in an extra £1.480M of private and £934M of public investment.

It aims to create more than 11,000 new jobs with a package of initiatives, ranging from major renewal of the town’s Tramway system, investment in road and rail infrastructure, updating seafront defences and public realm improvements – including the creation of a ‘People’s Playground’ on a new promenade.

Set up in March 2007, in the wake of Blackpool’s disappointment at not being given a regional casino licence, the task force has warned that the town faces a critical ‘tipping point’, and could slip into terminal decline.

The report says: ‘If the public sector fails to make the necessary investment to regenerate Blackpool, it is projected that employment would decline by 4,300 to 54,600 by 2017, and that the employment rate would fall from 69% to 62%.’

The task force has been led by the Northwest Regional Development Agency (NWDA), together with Blackpool Council, Government Office for the North West, the urban regeneration company ReBlackpool, and English Partnerships.

Blackpool Council leader Peter Callow said: ‘Our disappointment in the casino decision has been translated into a positive plan, which would substantially add to the regeneration already taking place in Blackpool. I am genuinely excited about the future and our ambition to create a world-class resort.’
