Horse power in its sights

 
Westminster City Council has announced it will consider supporting applications to reintroduce horse-drawn carriages for sightseeing tours across the city.
The authority has historically opposed horse-drawn carriages, due to the congestion they could cause on the capital’s narrow streets.
But successful schemes in eastern Europe and New York have prompted a re-think, meaning they may return after a 70-year absence.
