HA announces shortlist for final phase of M25

The shortlist for the M25 Design, Build, Finance and Operate (DBFO) contract, worth more than £5bn over 30 years, has been announced by the Highways Agency.
The successful shortlisted groups are Amey, Laing O’Rourke & Ferrovial Agroman; Connect Plus (Balfour Beatty, Skansia, Atkins Ltd and Egis Projects SA); and Flow (Vinci, Autoroutes Du Sud De La France, Laing Roads Ltd, Carillion, Costain, Ringway, Mouchel Parkman, Norwest Holst and Jacobs).
The final phase of tendering for the PFI project is due to start early next year, while the contract is likely to be awarded in 2008 and work begun in early 2009.
Offered as a single DFBO contract, the project will see the widening of 63 miles of the M25 – most of the remaining three-lane sections – to four lanes in each direction, phased over the period 2008 to 2016.
The project will co-ordinate with other improvements in traffic management such as the introduction of variable speed limits.
The contractor will be required to keep the motorway and its structures in good condition over a 20-year period.
