Greater Manchester Passenger Transport Association said it would seek wider powers under draft local transport plan provisions to drive through its road-charging plans, if two local councils continue to object.

Joint transportation policy head, Roy Newton, said that the negotiations with dissenting Stockport and Trafford Metropolitan Borough Councils would continue, but failure to agree would not block a bid for £1.2bn of TIF money backed by the conurbation’s other eight councils.

If the Department for Transport agreed the bid, the GMPTA would be committed to raising a further £1.8bn by ‘prudential borrowing’ against projected charging revenues.
