Chancellor George Osborne this week performed a surprising u-turn and delayed August’s scheduled fuel duty rise until next year. The move – which provoked an outcry among sustainable transport groups – appeared to undermine transport secretary Justine Greening’s stern defence of the taxation over the past week.
