Directors and heads of service in the nine areas to gain unitary status will have to apply for jobs on the new authorities.

While the Department for Communities and Local Government believes 80-90% of frontline staff will be retained after the restructure, senior officers will not automatically transfer, but will be invited to apply for the new posts.

Managers in environmental services departments are among those affected. Northumberland County Council, for example, estimates the new county-sized unitary will spend £2.3M less on environmental services managers, and £100,000 less on highways managers than the county’s authorities currently spend.
